This bridge received significant damage to the structure itself, supporting structures, and surrounding soils during Hurricane Ida. Due to safety factors, the bridge was immediately closed and barricaded. Within a week, evaluation of the bridge by Township consultant engineering firms began, as did FEMA notifications of damage and a process to request funding for repair or replacement. The process of evaluation for repair or replacement involves multiple studies, outside agency permit document development, and drafting a design based on those studies. Early on, it was evident that repair was not an option, and that a full replacement of the bridge was necessary to ensure not only safety, but to account for current conditions and stability of the structure for years to come. Currently, the needed studies continue, drafting of design documents is ongoing and required bidding documents are being written. This process includes multiple agencies; FEMA, DEP and Army Corp of Engineers to name a few. While it is still too early to definitively predict a date that replacement will be completed, the target date for completion is March of 2023. Next steps: • The township engineer will complete the bidding documents and the Board of Commissioners will vote to advertise the bid opening • The engineer will review received bids and recommend a contract for Board of Commissioners' approval, which will include a project schedule • The selected contractor will be given notice to proceed and they will begin work on the project NOTICE IS GIVEN that the Board of Commissioners of Caln Township will conduct a public hearing on July 28, 2022 at the Caln Township Municipal Building located at 253 Municipal Drive, Thorndale, Pennsylvania 19372 as part of the regular business meeting which commences at 7:30 p.m. The Board will consider the adoption of and may adopt a Resolution to reestablish the boundaries of deteriorated areas which will be eligible for tax exemption pursuant to the Local Economic Revitalization Tax Assistance Law (“LERTA”). If the Resolution is enacted, the Board will consider the adoption of and may adopt an Ordinance which has the following title and summary:
AN ORDINANCE ENACTED PURSUANT TO THE LOCAL ECONOMIC REVITALIZATION TAX ASSISTANCE LAW (LERTA), AUTHORIZING TAX EXEMPTIONS FROM PROPERTY TAX FOR CERTAIN DETERIORATED INDUSTRIAL, COMMERCIAL OR OTHER BUSINESS PROPERTY; DEFINING ELIGIBLE DETERIORATED AREAS; SETTING A MAXIMUM EXEMPTION AMOUNT AND AN EXEMPTION SCHEDULE; AND PROVIDING A PROCEDURE FOR SECURING AN EXEMPTION. The complete verbatim text of the proposed Resolution and Ordinance are available for public inspection and may be examined without charge or obtained for a charge not greater than the costs thereof at the Township’s administrative offices during normal business hours, 8:00 a.m. to 4:30 p.m., Monday through Friday and at the offices of the Township Solicitor, Buckley, Brion, 118 West Market Street, Suite 300, West Chester, Pennsylvania, 19382 during normal business hours Monday through Friday. If any person who wishes to attend the hearings has a disability and/or requires an auxiliary aid, service or other accommodation to observe or participate in the hearing, he or she should contact the Township Building at (610) 384-0400 to discuss how those needs may be accommodated.
